Apple Pages
Pages is part of Apple's very affordable iWork suite. While Apple politely dubs it a "word processor", it is one of the best desktop publishing tools available. And at $99 for a 5 person license, it is easily the most affordable application in its class.
By far one of the most productive features of Pages is the Templates. These allow creation of a very nicely laid out book in just minutes. All you need to do is drag and drop your pictures and add your text.
